Assistant Facilities Manager, Fort Detrick

ENERGY SYSTEMS GROUP® is looking for an Assistant Facility Manager to join our Operation Services team at our Fort Detrick location in Frederick, Maryland. This position is onsite.

The Assistant Facility Manager provides technical direction and assists in the management of the day-to-day operations and maintenance of the Fort Detrick Energy Production Facility (EPF). The EPF is a 24/7 merchant central energy plant providing steam, chilled water, and conditioned and standby power to the National Interagency Biodefense Campus (NIBC) and Signal Campus located at Fort Detrick in Frederick, Maryland. The Assistant Facility Manager works with the Facility Manager to deliver results related to EHS, financial performance, plant reliability and efficiency, customer satisfaction, and employee training and development. This position requires demonstrated knowledge of energy facility operations and maintenance as well as management methods necessary to control and improve facility performance. This individual is on call 24 hours a day, 7 days a week to assist in the supervision and handling of trouble-calls during off-hours, and acts as the Incident Commander for the EPF in the absence of the Facility Manager.

The essential functions of the position include:

  • Develops, coordinates and supervises overall plant maintenance plan, procedures, & provides technical direction on maintenance, maintenance scheduling, plant & equipment modifications, troubleshooting & data analysis on operational & functional problems within the plant
  • Maintains and oversees all predictive programs, including vibration, oil, and alignment
  • Provide technical evaluation & detailed economic analysis of; a) Expense projects & subsequent recommendations; b) Critical Power & Diesel Uninterruptible Power Systems (life, repairs, & economics); c) Forecasting future production & maintenance costs (Operating Plan Development)
  • Supervises and directs daily Preventive Maintenance and Service activities of employees performing O&M at the Fort Detrick EPF
  • Specific responsibilities include managing multiple contractors to ensure that the plant is properly maintained, maintaining communications between contractors and management, commissioning of plant, and enforcing all applicable safety precautions and programs
  • On call 24 hours a day, 7 days a week to assist in supervision and handling trouble-calls during off-hours
  • Leads troubleshooting and root cause investigations for all major plant and equipment issues and ensures actions are taken to prevent reoccurrence
  • Acts as the Incident Commander for the EPF in the absence of the Facility Manager, and support the Fort Detrick EPF Operations in meeting the electrical, steam and chilled water supply guarantees
  • Manages integrated control system for EPF supplied utilities to the National Interagency Biodefense Campus (NIBC) and Signal Campus to access historical data, adjust set points, view, acknowledge and response to alarms, view and disposition trend reports
  • Analyzes boilers, chillers, and plant component systems for operational production, modifications, upgrades, performance, & process improvements in order to develop opportunities for optimizing and maximizing plant reliability
  • Ensures that the facility is operated and maintained in a cost-effective and safe condition in accordance with the approved budget and the customer’s requirements to fulfill contractual obligations
  • Manages capital projects, major repairs and replacements of plant equipment
  • Supports safety performance by ensuring all regulatory and company rules are adhered to, training employees, holding others accountable, reporting and investigating incidents/ injuries, implementing programs to enhance the safety culture, and by personally observing safe work practices and adhering to all safety requirements

Your background includes:

  • Associate or Bachelor of Science degree in a pertinent technical field from an accredited university or comparable industry training and licenses
  • Five (5) years of experience in the operations, maintenance, and emergency repair of power generation, central steam and chiller plants and auxiliary equipment
  • Prior management or supervisory experience

A bonus to have:

  • Maryland Master Electrician’s License, Maryland Grade 1 Stationary Engineer’s License, Chief Power Engineer (NIULPE), or 1st Class Power (NIULPE), or Professional Engineer (PE)
